PPP Aruba Watty Vos Boulevard

The Government of Aruba would like to thank you for your interest in the PPP Watty Vos Boulevard project. This is the second PPP transport infrastructure project for Aruba, which has been procured through a competitive process which commenced early 2014. The PPP contract has been awarded to Mota-Engil.

This website is set-up to inform interested local and international parties in more detail about the PPP project Watty Vos Boulevard.

The Government of Aruba deems it to be of importance that local private parties and stakeholders obtain thorough knowledge of the Aruban PPP structure and process. E.g. general contractors, engineering and architectural firms, infrastructure investors, lenders, financial / legal / technical / insurance advisors, consultants, and insurance companies. Therefore the government expects that the information brought forward through the Industry Days (the Watty Vos Boulevard industry day was held on Jan 23, 2014), this website and recent information sessions will accommodate the formation of balanced and sustainable partnerships between local and international firms that will compete for this project and future PPP projects.

Mota-Engil has been contracted to deliver the PPP contract

Following a procurement procedure the Government of Aruba has contracted Mota-Engil to deliver the PPP Watty Vos Boulevard project.

Overview of the tender procedure

The notice on the start of the tender procedure was published in Aruba's 'Landscourant' on February 7, 2014 and in 5 local newspapers on February 14, 2014. Also the notice was sent on February 14, 2014 to the Office for Official Publications of the European Communities. Furthermore the tender procedure was announced on this website. A series of leading Infrastructure PPP newsletters / magazines / bulletins / journals are following the project and the tender process.

The tender procedure for the Watty Vos Boulevard project was described in the Tendering Instructions. The Tendering Instructions contained all the necessary information for the Contractor such as the requirements, the procedures and the planning to which the Contractor must meet during the tendering process. Registration for obtaining the Tendering Instructions and other tender documents has been closed.

Outline of tender procedure

Candidates have submitted requests to participate in May 2014. The Contracting Authority shortlisted three bidders to participate in the dialogue phase of the tender procedure.

  • Grupo Mota-Engil, from Peru
  • Grupo Odinsa, from Colombia
  • Grupo Queiroz Galvão, from Brazil

The Contracting Authority entered the dialogue phase with the three selected bidders. The bidders went through a series of competitive dialogue meetings with the Contracting Authority.

Early June 2015 the bidders delivered their bids. Mota-Engil has been announced preferred bidder. In line with procurement rules the preferred bidder appointment has been subject to a fiftheen-day mandatory standstill period ending July 15, 2015.

Please note the original timetable of the tender procedure was not delayed and the preferred bidder appointment was not challenged.

Financing raising phase

The objective of the financing raising phase was to identify the best value long term financing terms available for the PPP Watty Vos Boulevard project in the funding market, under the oversight of the Contracting Authority. The project achieved financial close, which enabled funds to start flowing from the funders so that project implementation and delivery could actually start. Financial close occured where all the project and financing agreements were signed and all the required conditions contained in them were met.

Following this financing raising phase, Mota-Engil and the Ministry of Regional Planning, Infrastructure and Integration of the Country of Aruba signed the PPP agreement in February 2017. Herewith the Government of Aruba has contracted Mota-Engil to deliver the PPP Watty Vos Boulevard.

Project Watty Vos Boulevard

The project encompasses the design, construction, financing and maintenance of the “Watty Vos Boulevard” route. In essence, the project involves the design and construction of a new arterial road 2x2 around Oranjestad between intersection Sabana Blanco and intersection Punta Brabo. This newly to be constructed route begins at the existing turbo roundabout Sabana Blanco and goes through the neighborhoods of Meiveld, San Barbola, Sero Patrishi, Tanki Leendert, Ponton and Bushiri to the intersection of Punta Brabo.

The existing lanes from intersection Punta Brabo through J.E. Irausquin Boulevard to the Westin Hotel, part of the L.G. Smith Boulevard, Caya Punta Brabo, Dr. Horacio E. Oduber Boulevard and a part of the route Ponton - Noord will be reconstructed.

In total, this involves construction of a 2x2 arterial road over a distance of about 7 kilometers (km), renovation of the existing road over a length of about 17 km in which 13 existing intersections will be designed and reconstructed and 2 overpasses will be designed and build. Furthermore, a bike road of approximately 15.4 km will be designed and built along almost the entire Watty Vos Boulevard route.

Construction period of the above is estimated no more than 2½ years. The Contractor is also responsible for the maintenance of the Watty Vos Boulevard project during the period from the Commencement Date of the contract until 20 years after the completion of the construction project.

The payments to the Contractor are conditional on the delivery and proven availability of the infrastructure to the Contracting Authority. This creates a difference in the timing between income and expenditure for the Contractor and, consequently, the need for financing. The Contractor must arrange for the necessary financing within this context.

The Government of Aruba wants to realize the following objectives with the Watty Vos Boulevard project:

  • Improve traffic flows and shortens travel times and improves road safety through delivery of new infrastructure between Reina Beatrix and L.G. Smith Boulevard / J.E. Irausquin Boulevard
  • Enable and facilitate the relocation of the existing port of Aruba to Barcadera
  • Improve the appearance and traffic safety in low-rise hotel zone

Information sessions for interested Candidates

The Contracting Authority organized three information sessions for interested Candidates. The Contracting Authority held these meetings to give clarication of the Tendering Instructions. Interested candidates had the opportunity to ask questions during the information sessions.

The third meeting was held on April 3, 2014 at Dr. Cheung Innovation Center, Oranjestad, Aruba. Attached to the second meeting a site visit / guided tour was organized.
